New York City Mayor Zohran Mamdani has proposed raising taxes on the city’s wealthiest residents and large corporations as his administration confronts a projected $12 billion budget gap, setting off a public dispute with former Mayor Eric Adams and former Governor Andrew Cuomo over responsibility for the shortfall.
Mamdani described the city’s finances as a “serious fiscal crisis,” arguing that the gap he inherited is larger than any since the Great Recession. He attributed the deficit to what he characterized as negligent budgeting practices under the Adams administration, along with long-standing funding decisions made at the state level during Cuomo’s tenure. Mamdani asserted that underbudgeting for shelter costs, rental assistance, and legal judgments significantly strained city finances.
To address the gap, Mamdani has reiterated campaign proposals to increase taxes by 2% on millionaires and raise the combined corporate tax rate to just over 22%. He emphasized that efficiencies and savings would be pursued but stressed that cuts to essential services, including the NYPD and social programs, are not being considered. Mamdani also argued that rising housing and child care costs pose a greater threat to the city’s workforce than the risk of businesses relocating due to higher taxes.
Business leaders pushed back, warning that higher corporate taxes could discourage investment and prompt companies to move operations to lower-tax states. Any tax increase would require approval from the state Legislature and the signature of Governor Kathy Hochul, who has publicly indicated that raising income taxes is not under consideration.
Adams has strongly disputed Mamdani’s claims. In a post on X, Adams emphasized that he left the city with substantial reserves, stating, “Let’s be clear: I left him over $8 BILLION in reserves.” He also criticized Mamdani for making unfunded campaign promises and noted that those reserves were maintained despite pressure to increase spending during the migrant crisis, a period when Mamdani had previously criticized him for not allocating enough funds.
Spokespeople for Adams and Cuomo rejected Mamdani’s claims, citing pandemic and migrant-related costs and previous budget stabilization efforts. The dispute highlights the fiscal and political tensions as Mamdani’s administration prepares its first budget.
