HEAP Program Now Accepting Applications to Help Households with Energy Costs

Residents across New York can now submit applications for heating assistance through the Home Energy Assistance Program (HEAP), which offers up to $996 to help eligible households manage winter energy costs.

The start of the HEAP application period was delayed by a month following the federal government shutdown. Governor Kathy Hochul called the delay “disgraceful” given the urgent need for heating assistance as temperatures drop. She emphasized that she “will continue to do everything in my power to help New York families apply for additional state funding to bring down energy costs.”

HEAP provides one regular benefit per season and may offer Emergency benefits for households facing low fuel supplies or potential utility shutoffs. Eligibility depends on income, household size, heating source, and whether the household contains vulnerable members. Last year, more than 1.5 million households received Regular HEAP benefits.

Applications can be submitted online, by mail, or in person at local departments of social services. Older adults seeking help can visit local aging offices or call the NY Connects helpline at 1-800-342-9871.
